The DILG recognizes its Field Officers as essential catalysts for local open government. As the PH-OGP Localization rollout approaches, these officers ensure local government unit (LGU) programs uphold transparency and accountability through meaningful co-creation. To support this, virtual Focus Group Discussions (FGDs) are scheduled for May 20–21, 2026. These sessions aim to capture field perspectives on LGU motivations, strategic interests, and local leadership priorities. By identifying practical incentives and engagement strategies, the DILG intends to empower Field Officers as champions of reform, ensuring the initiative remains responsive, inclusive, and grounded in local realities through strengthened collaboration

The next phase requires action across the partnership: Governments forming cross-border coalitions to address common priorities; political leaders integrating openness into core national agendas; donors and funders sustaining investment and enabling scale; civil society continuing to propose, push, monitor, and demand.

The question ahead is scale and commitment.
