The Universal Health Care Act (Republic Act No. 11223) mandates the strengthening of Health Policy and Systems Research (HPSR) to support evidence-informed decision-making across all levels of the health sector. In line with this, the Department of Health (DOH), its attached agencies, PhilHealth, and Local Government Units (LGUs) are enjoined to enhance their institutional capacities for generating, translating, and utilizing research evidence.

To address persistent capacity gaps in evidence generation and policy translation, the DOH—through the Health Policy Development and Planning Bureau (HPDPB)—continues to strengthen research systems and networks in alignment with the Philippine National Health Research System (PNHRS). A key initiative in this effort is the Data-to-Policy (D2P) Program, implemented in partnership with Vital Strategies.

The D2P Program is a structured capacity-building initiative that equips public health professionals and policymakers with competencies in data analysis, economic evaluation, stakeholder analysis, and policy brief writing. It adopts a systematic and mentored approach to developing policy briefs grounded in priority health concerns, ensuring that policies are informed by robust and actionable evidence.

As a culminating activity, the D2P Policy Forum provides a platform for participants to present their completed policy briefs to decision-makers and stakeholders. This forum reinforces the Data-to-Policy (D2P) approach by translating research outputs into actionable policy recommendations, thereby strengthening evidence-informed governance and advancing priority health outcomes of the DOH.

● Elderly Hip Fracture Injuries
● Mental Health in People Living in HIV (PLHIV)
● Cardiovascular Disease Risk
● Hypertension
