The Secretariat of the Parliament of the Republic of Moldova hosts a Citizens’ Assembly on Local Public Administration Reform, an initiative designed to bring ordinary citizens into the heart of the legislative process.

Scheduled to take place over two weekends in May 2026, the Assembly will convene a representative group of 50 citizens, selected by lottery from across the country, to deliberate on the future of local governance in Moldova. This initiative marks a significant evolution in the nation’s democratic practice, moving beyond traditional consultation to empower a “mini-Moldova” with the time, resources, and expert guidance needed to formulate concrete policy recommendations.

The recommendations emerging from these deliberations will be formally submitted to the Parliament and the Government, ensuring that the voices of citizens from all regions, languages, and backgrounds directly inform the upcoming legislative reform.

The implementing partners, CPR Moldova and the European Partnership for Democracy, are responsible for the independent and professional organisation of the Assembly, ensuring that the process follows established international standards for citizens’ assemblies, including transparency, balanced information, and inclusive facilitation.

The Citizens’ Assembly is organised with funding from the European Union through the project “INSPIRED Moldova” and from the Government of Sweden through the “Strategic Partnership Approach to a Conducive Environment (SPACE) Initiative”. The question ahead is scale and commitment.
