As the PH-OGP Localization gears up for the co-creation phase this 2026, an in-depth technical training course for DILG Regional Teams on PH-OGP Localization will be conducted. This training will cover key topics and procedural aspects of PH-OGP Localization, focusing on stages and processes to be undertaken by cohort LGUs. The course will consist of three (3) modules to be delivered across four (4) online sessions.

In addition to strengthening technical and procedural understanding, the course is designed as a Training of Trainers (ToT), in which Regional Teams will take the lead in capacitating and supporting the cohort of LGUs throughout the co-creation process.

The training will employ adult-learning techniques and experiential exercises to ensure that participants gain the necessary knowledge and skills in training their respective cohort LGUs. These exercises include role playing and simulation, case analysis, and peer learning. Aside from imparting technical skills, the training will also build participants’ soft skills in effective facilitation and consensus-building, which are necessary to manage various stakeholders at the local level.

The Online Masterclass on PH-OGP Localization for Regional Teams will be participated in by members of the Regional Technical Teams (RTTs) from DILG, DBM, and CSO partners, as well as DILG Regional Focal Persons, and the designated Facilitators and Documenters supporting the Cohort LGUs and will be held on May 12, 13, 18, and 19, 2026.

15 Years of the Open Government Partnership

OGP Logo

Fifteen years ago, OGP launched with a simple but radical premise: that government should serve the people, not the other way around. Over fifteen years, OGP has become the foremost global forum for advancing transparency, accountability, and public participation in government.

In an era of democratic regression and geopolitical fragmentation, platforms that sustain targeted collaborations among likeminded states and between governments and civil society are strategically vital. OGP is one of the few to endure.

The next phase requires action across the partnership: Governments forming cross-border coalitions to address common priorities; political leaders integrating openness into core national agendas; donors and funders sustaining investment and enabling scale; civil society continuing to propose, push, monitor, and demand.

The question ahead is scale and commitment.
