The Mainstreaming Open Governance: Advancing People-Centered Public Service aims to institutionalize the principles of the Open Government Partnership (OGP) within the operations and programs of the DILG National Capital Region. The activity seeks to strengthen transparency, accountability, citizen participation, and innovation by integrating open governance into the planning, implementation, and monitoring systems of the Regional Office. Through plenary discussions, policy presentations, and interactive learning sessions, participants will deepen their understanding of OGP and its relevance to the Department’s mandate. The activity will also highlight DILG NCR initiatives and promote alignment of regional programs with open governance standards.

15 Years of the Open Government Partnership

Fifteen years ago, OGP launched with a simple but radical premise: that government should serve the people, not the other way around. Over fifteen years, OGP has become the foremost global forum for advancing transparency, accountability, and public participation in government.

In an era of democratic regression and geopolitical fragmentation, platforms that sustain targeted collaborations among likeminded states and between governments and civil society are strategically vital. OGP is one of the few to endure.

The next phase requires action across the partnership: Governments forming cross-border coalitions to address common priorities; political leaders integrating openness into core national agendas; donors and funders sustaining investment and enabling scale; civil society continuing to propose, push, monitor, and demand.

The question ahead is scale and commitment.
