El libro “Transparencias de tercera generación: Una mirada desde la inteligencia artificial, los sesgos cognitivos y la apertura” surge en un momento de inflexión histórico donde los modelos tradicionales de acceso a la información resultan insuficientes ante la irrupción de tecnologías disruptivas.
Esta obra explora el tránsito hacia un nuevo paradigma en Iberoamérica, donde la transparencia deja de ser un trámite administrativo para convertirse en una característica estructural y algorítmica del diseño público. El texto analiza las dimensiones de la transparencia algorítmica, predictiva y conductual, ofreciendo una brújula estratégica para que los decisores públicos transformen la modernización tecnológica en un motor real de confianza democrática, evitando los riesgos de la opacidad técnica.

15 Years of the Open Government Partnership

Fifteen years ago, OGP launched with a simple but radical premise: that government should serve the people, not the other way around. Over fifteen years, OGP has become the foremost global forum for advancing transparency, accountability, and public participation in government.

In an era of democratic regression and geopolitical fragmentation, platforms that sustain targeted collaborations among likeminded states and between governments and civil society are strategically vital. OGP is one of the few to endure.

The next phase requires action across the partnership: Governments forming cross-border coalitions to address common priorities; political leaders integrating openness into core national agendas; donors and funders sustaining investment and enabling scale; civil society continuing to propose, push, monitor, and demand.

The question ahead is scale and commitment.
