Strategic idea of the event: After 15 years, OGP should move to a new stage — as a platform capable of bringing democratic governance, security, trust, digital transformation, and cross-sectoral partnership together into a single framework for solutions.
Purpose of the event: To discuss the impact and results of OGP at the international, national, and local levels; present a new ambitious Strategic Framework for Action; and propose a mechanism and coordinated actions to advance a new stage of open democratic governance.
Format of the event: A modern international format combining political significance, substantive depth, and a practical focus on further action. The event will include short visionary speeches, a strategic discussion on 15 years of OGP impact, an action-oriented session presenting the new ambitious Strategic Framework for Action, a moderated dialogue on implementation mechanisms, and closing reflections focused on a shared vision for next steps.

15 Years of the Open Government Partnership

Fifteen years ago, OGP launched with a simple but radical premise: that government should serve the people, not the other way around. Over fifteen years, OGP has become the foremost global forum for advancing transparency, accountability, and public participation in government.

In an era of democratic regression and geopolitical fragmentation, platforms that sustain targeted collaborations among likeminded states and between governments and civil society are strategically vital. OGP is one of the few to endure.

The next phase requires action across the partnership: Governments forming cross-border coalitions to address common priorities; political leaders integrating openness into core national agendas; donors and funders sustaining investment and enabling scale; civil society continuing to propose, push, monitor, and demand.

The question ahead is scale and commitment.
