Participatory Budgeting (PB) is a democratic process that enables citizens to directly decide how public resources are allocated, shifting governance from top-down to bottom-up decision-making. Since its origin in Porto Alegre, Brazil in 1989, PB has been adopted worldwide as a tool for promoting transparency, accountability, and citizen participation.

In Kaduna State, the journey of participatory budgeting has been driven by the collaborative efforts of citizens’ groups, civil society organisations, and development partners. As part of activities marking the 2026 Open Government Partnership (OGP) Week, this Policy Dialogue provides a strategic platform for stakeholders to reflect on progress, address implementation gaps, and develop practical strategies to ensure effective execution and community ownership of projects.

15 Years of the Open Government Partnership

Fifteen years ago, OGP launched with a simple but radical premise: that government should serve the people, not the other way around. Over fifteen years, OGP has become the foremost global forum for advancing transparency, accountability, and public participation in government.

In an era of democratic regression and geopolitical fragmentation, platforms that sustain targeted collaborations among likeminded states and between governments and civil society are strategically vital. OGP is one of the few to endure.

The next phase requires action across the partnership: Governments forming cross-border coalitions to address common priorities; political leaders integrating openness into core national agendas; donors and funders sustaining investment and enabling scale; civil society continuing to propose, push, monitor, and demand.

The question ahead is scale and commitment.
