Based on the 2023 OBS Country Results published by the IBP, the Philippines ranked 1st in Asia in budget transparency and 15th globally among 125 countries assessed, significantly surpassing the global average.

Against this backdrop, the OBS 2026 Results Launch aims to serve not merely as a presentation of scores, but as a strategic multi-stakeholder dialogue on:

• what the latest OBS findings mean for the Philippines;
• the reforms that contributed to progress;
• the remaining governance gaps and challenges; and
• the concrete next steps that government and non-government stakeholders can undertake to further improve the country’s performance in future OBS cycles.

The event will also provide an opportunity for stakeholders to better understand the OBS methodology, indicators, and assessment process, including clarifications on survey questions and evidence requirements that inform country scoring.

15 Years of the Open Government Partnership

Fifteen years ago, OGP launched with a simple but radical premise: that government should serve the people, not the other way around. Over fifteen years, OGP has become the foremost global forum for advancing transparency, accountability, and public participation in government.

In an era of democratic regression and geopolitical fragmentation, platforms that sustain targeted collaborations among likeminded states and between governments and civil society are strategically vital. OGP is one of the few to endure.

The next phase requires action across the partnership: Governments forming cross-border coalitions to address common priorities; political leaders integrating openness into core national agendas; donors and funders sustaining investment and enabling scale; civil society continuing to propose, push, monitor, and demand.

The question ahead is scale and commitment.
